Area Overview

From its humble beginnings as a settlement (1906) on a coal lease on the Three Hills Creek flat, Three hills has evolved through a number of changes. Despite the changes, its name, Three Hills, stayed consistent with the prominent geographical features, the three hills to the north. Three Hills was a name know to first nations people and chosen by postmaster, Henry Evans, who started the post office on his land, then moved it from his homestead and its first location to the 'flat' settlement in 1907.

With the coming of the Grand Trunk Railroad (1911), the Three Hills post office, businesses and residents picked up their belongings and hauled their buildings by horses, mules and steam engine from the flat two miles NE to the 'new' site, the town's present location. A small building became the Post Office on Main Street whereas the post office building from the 'flat' was repurposed as the first significant amount of area coal was shipped by railroad. The 'moved' creamery served as a social hall for church services and gatherings, later a bank and then a restaurant. The first private hospital was a maternity house (circa 1920), serving maternity and medical needs. The community has demonstrated a long history of resourcefulness and resilience and has taken pride in economic expansion.

In 1922, the Prairie Bible Institute was established on land north of the village limits. In time, the institute grew to a campus of 120 acres (48.6 hectares) in size with an enrolment of over 1,000 students.

In 1928 a new post office was built at 514 Main. by 1929 the population grew to around 471 and the village was incorporated into a town.

In 1949 the population grew to around 471 after relocating from the Three Hills Creek, approx. 2 miles away, to the Town's current location.

The community petitioned for a municipal hospital district, resulting in the building (1949) of a twenty-two bed hospital. To meet the needs of a growing community, it was replaced (1984) by the Three Hills Health Centre.

In 1983 the town annexed a large area surrounding the townsite, including the small hamlet of Grantville. This increased the population of Three Hills to more than 2,000 people. In 1984, the town expanded yet again to include the Prairie Bible Institute and Ruarkville which increased the population to 3,375.

Recently, the town council has developed a business plan geared towards growth in population. The current population count, excluding Prairie Bible Institute Students, is 3,322 with a trading population of 10,000.

Agriculture is the primary industry in the area followed by oil and gas production. The municipality also produces approximately 6.3 per cent of Alberta's wheat, 10 per cent of the barley, 3.9 per cent of the canola, 11.63 per cent of the poultry, 7.7 per cent of the hogs and 2.11 per cent of the dairy.

The Town of Three Hills encourages new business ventures and supports existing firms.

Economic Facts

Within the last three years, Three Hills has experienced significant development in residential and commercial growth, including new residential neighborhoods and a large expansion in the industrial park.  Major industry within the Town of Three Hills include agricultural endeavors; oil field exploration, production, and services; the hospitality services; and retail.  

Additionally, in the last year, Three Hills has welcomed a major oil field fabrication manufacturer, a large international hotel chain, and a large retirement centre, all of which provide several employment opportunities.

Services provided by the Town of Three Hills:

Waste Removal:

The Town of Three Hills provides alley waste collection for the Town residents and business owners.  All waste must be available for pickup by 7:00 a.m. on the scheduled date of collection. Waste collection dates are listed below:

  • North of 1st Street South – Thursdays
  • South of 1st Street South – Fridays

 

Waste Collection Fees: 

  • Residential:       $12.50 per month for weekly pickup of 3 bags
  • Commercial:     $25.00 per month for weekly pickup of 6 bags

 Recycling Fees:

  • Residential:       $4.00 per month
  • Commercial:     $6.00 per month

Bin Waste Removal:

The Town of Three Hills provides bin waste collection for local business owners.  Waste collection dates and fees for the bins are listed below:

Waste Bin Collection Fees: 

  • 3-yard Bin:                   $23.68 per tip with a monthly bin rental fee of $10.00
  • 4-yard Bin:                   $31.57 per tip with a monthly bin rental fee of $12.00
  • 6-yard Bin:                   $47.36 per tip with a monthly bin rental fee of $15.00

Please note that the Town of Three Hills will no longer offer the option of providing monthly or twice monthly tips.  All bins will be tipped on a weekly or twice a week basis.

Utilities:

  • Water Flat Rate:                        $13.00 per month
  • Water Consumption Rate:           $1.25 per cubic meter
  • Wastewater Flat Rate:                $20.00 per month
  • Water Consumption Rate: $0.79 per cubic meter
  • Bulk Water Rates:                     $3.00 per cubic meter

Effluent Release fees for non residents:

  • Residents                  $2.00 per tonne or cubic meter
  • Non-Residents            $5.00 per tonne or cubic meter

$150.00 deposit required

Assessment divided by 1000 multiplied by the above noted mill rate equals the tax amount

Taxes are due on the 30th of June each year.

Penalty Dates are:         July 1st – 3%

Community Lifestyle

With a current population of 3,322 residents, Three Hills has the security and quality of life of a small town with numerous “big city” amenities. Three Hills boasts excellent recreation facilities, including an Arena, Curling Rink, Bowling Alley, Aquatic Centre and Historical Museum. Three Hills has five parks within the town limits, as well as, Tennis Courts and Ball Diamonds.  The Downtown sector features numerous shopping and dining conveniences with fantastic bargains and culinary delights.

Social events are common place with many venues to choose from, including block party luncheons and swap meets, cabarets, and concerts.  Community events are produced by several organizations through out the year, including:

Cruise Night featuring over 1200 vehicles, show and shine, concessions and evening cruise.

Education

 

Three Hills is part of the Golden Hills Regional Division No. 75.

Three Hills School is one of the largest schools in the Golden Hills #75 School Division, and one of a few schools that offer a continuous program of education from kindergarten to grade 12. The population of our school is approximately 550 students.

Prairie Christian Academy is a public alternate status school with an evangelical Christian program in the Golden Hills #75 School Division. The school has a K – 12 enrolments of approximately 360 students operating as two campuses: K – 7 in the elementary building and 8 – 12 in the high school building. Prairie Christian Academy also operates a dormitory for grade 10 – 12 students with a population of approximately sixty students.

 

 

Post Secondary

Prairie Bible Institute offers a wide range of programs, including ministry, aviation, drama, wilderness leadership and music, to students from over 20 countries around the world. Students can earn a one-year certificate or a four-year degree.

Health Care

Three Hills has a modern hospital complex including an acute wing, a continuing care wing, physiotherapy department, emergency facilities and health unit that provides immunizations and monitors growth and development of new babies.  Kneehills Ambulance Service including STARS Air Ambulance, which serves the region. There is also a medical clinic with several practicing doctors, a dental clinic, an optometry clinic, chiropractic and massage facilities and a number of other services.  Three Hills belongs to the David Thompson Regional Health Authority.

There is a 48-bed hospital, several doctors, a health unit, dental clinic, optometrist and chiropractor as well as counseling services and a long-term care facility.

Emergency Services

 Kneehill Ambulance Service is located in central Alberta, and service the communities of Three Hills, Torrington, Trochu, Linden, Acme, Carbon and the County of Kneehill. The ambulances are based out of two stations, one in Three Hills, and the other in Linden.

 

The Three Hills Fire Department, under the direction of Fire Chief Art Creasser, consists of twenty volunteer members who are highly trained to respond in many emergency situations, ranging from field fires to vehicle accidents.   The Fire Department responds to approximately one hundred calls a year and services the Town of Three Hills and surrounding area.   

The Three Hills Citizens on Patrol works in partnership with the local RCMP detachment to proactively deal with the communities concerns and implement strategies to improve crime enforcement, prevention and investigation.

 

RCMP local dispatch is located at 719 – 2nd Street N and services parts of Kneehill and Red Deer County.

The Town of Three Hills Office is located at 135 Second Avenue South.  Office hours are 8:30 a.m. to 12:00 p.m. and 1:00 p.m. to 4:00 p.m.  Phone number is 443-5822 and the Facsimile number is 443-2616.

Town of Three Hills Council Sessions:  Council is held on the second and fourth Monday of every month, with the exception of July and August when council is in session on the second Monday only. Council sessions are held in Chambers at the Town Office.  Council begins at 5:30 p.m. and is open to the public.

Public Works:

The Town of three Hills Public Work Shop is located at 416 – 2nd Avenue SW in the industrial sector of Three Hills.  The Public Works department can be reached for emergencies 24 hours a day at 443-0037.

 The Town of Three Hills Recycling Depot is located at 131 Third Street SW.  The Recycling Depot is accessible to the public 24 hours a day, with an attendant available Monday - Friday (except holidays) from 8:30 a.m. to 12:00 p.m. - 12:30 p.m. to 4:30 p.m.  Phone number is 443-5185.

The Town of Three Hills Landfill is located directly south of the Town on Rural Route 24-1.  The Landfill is open  Monday - Saturday from 9:00 a.m.  - 5:00 p.m.
